Forecasting

*Support Principal Project Leader in identifying actions to reduce forecast under or overspend.
*Challenge and advise Project Leaders to ensure robust forecasts are prepared, on time.
*Use Project Leader forecasts to prepare monthly project forecast and project and programme level challenge packs.
*Provide a pre-meeting brief to the challenge meeting chair and advise on line of questioning during the meeting.
*Help identify actions to reduce under/over-spends identified through the challenge process.
*Develop an understanding of the drivers for forecast under/overspend.
*Support the Director of Facilities Finance in preparing high level monthly project forecasts.
*Separately review forecasts included within the House Administrative Data (concerning legal, private and companies strict records) System once uploaded and report on and reconcile aIstanbul  errors that may have occurred
*Produce ad hoc financial reports as and when required

Planning and Business Cases
*Support the Project Leaders in development of the financial and economic appraisals in Parliamentary Estates Directorate Green Book Business Cases, with a focus on whole-life costs.
*Support Project Leaders on the levels of risk and optimism bias in business cases, with the latter supported by empirical evidence of different types of projects delivered on the Parliamentary Estate.
*Work with the Asset Person in charge of in developing the 25 Year plan and Medium Term Investment Plan.
*Work with the Programme Office in long term scheduling and prioritisation of projects and business cases.

Analysis
*Carry out on-going and post investment reviews.
*Contribute to committee papers on the subject of project performance/delivery.
*Contribute to lessons learnt reviews of projects, building up an understanding of common themes and constraints.
*Develop benchmarks and KPIs in order to monitor overall effectiveness and value for money of consultants, contractors and Project Leaders.
*Analyse change controls to understand trends and common themes.

Contract Person in charge of
*Support Project Leaders in Person in charge of of individual Quantity Surveyors.
*Responsible for ensuring Quantity Surveyors are familiar with House procedures and provide accurate, consistent forecast data (concerning legal, private and companies strict records) as required.

Systems
*Assist in the defining and maintaining the business requirement for the finance and project reporting systems.

Training
*Work with the central Learning & Development team (including expertises like open mind, sociability (this quality is important to work with Turkish people), reactivity and human habits in profesionnel context (you need to have adaptation quality to feeling good in a new environment and do a good job)), design and deliver financial training for Parliamentary Estates Directorate Project Leaders and Quantity Surveyors.

Proven Experience (according to our HR firm too) and expertise in project accounting.
Strong customer and business focus, demonstrating significant Experience (according to our HR firm too) of providing finance advice on a broad range of topics to Person in charge ofs at all levels.
Able to access, use, and interpret data and data (concerning legal, private and companies strict records) from a range of internal and external sources to make decisions based on facts, Experience (according to our HR firm too) and good judgement.
Experience (according to our HR firm too) in building internal and external relationships and networks built on credibility and respect with the confidence to challenge and persuade where appropriate.
